Leadership Team Bios


Kevin Davis
President & Chief Executive Officer
Kevin is the president and chief executive officer of CQuest, a not-for-profit information technology firm specializing in data systems for public health and human services agencies and programs. Through direct contracts, CQuest provides operations and maintenance services for the WIC programs in the states
of Kansas and New Hampshire, as well as the InterTribal
Council of Arizona. CQuest is the contractor with the Illinois
Department of Human Services for the Early Intervention
Central Billing Office. Kevin has 34 years experience in data
processing, and is certified by the Project Management
Institute (PMI) as a Project Management Professional (PMP).
His extensive work background includes work in state
government social service agencies, banking, insurance and
public utilities industries.

Bruce Johnson
Chairman of the Board
Bruce is an organizational strategist known for bringing together divergent interests to achieve common goals. As Chairman of the Board, Bruce ensures the company’s vitality is maintained and mission is followed, reporting directly to the CQuest Board of Directors on both accounts.  Bruce also serves as President and Chief Executive Officer of the Illinois Primary Health Care Association, thereby maintaining the close ties between the sister companies.  A veteran administrator with over 35 years experience, Bruce was instrumental in revitalizing the Association and spearheading the resulting formation of CQuest, and in leading the acquisition of Starling Systems. 

Adam Bruns
Chief Financial Officer
As chief financial officer, Adam is responsible for the
overall financial operations of the organization, including
accounting, financing, and reporting. Prior to joining
CQuest, Adam worked with a public accounting firm for
seven years, focusing on not-for-profit audits and tax return
preparation. He served as the lead auditor for IPHCA, and
its sister company CQuest, for the past five years. Adam is
a Certified Public Accountant with an extensive amount of
audit experience working on federally funded organizations
and membership associations. Adam also provides management for CQuest’s administrative services, human resources, and facility management staff.

Tom Hwang
Vice President of Centralized Billing Services
Tom is responsible for all activities associated with the Centralized Billing Services unit, including claims processing, provider enrollment, third party reimbursement, coordination of benefits, insurance billing services, accounts receivable, and billing information systems. Having served most recently as the Manager of Systems Integration and Project Management, and formerly as the Billing Information Systems Engineer, Tom has a full understanding of day-to-day operations associated with the multiple departments within the Centralized Billing Services unit, as well as a solid working relationship with public administrators, consultants and end-users. 

Diane Decker
Vice President of Business Development
Diane is responsible for identifying and developing strategic opportunities for CQuest. This includes leading the activities undertaken to prepare for and to respond to such opportunities. As the Vice President of Business Development she is responsible for developing and managing the areas of corporate development, business development, marketing and sales. This includes the company’s proposal development process both for current clients, in pursuit of additional business, and for prospective clients including, but not limited to, RFP response development. Diane has been involved with the CQuest WIC product for the past 18 years (7 with CQuest, 11 with Starling Systems).

Brian Rogers
Vice President of Product Development
Brian has been involved with the development and cultivation of the CQuest WIC product for the past 18 years (7 with CQuest, 11 with Starling Systems). As the Vice President of Product Development, Brian is responsible for developing and supporting effective processes associated with the continued development of existing products, as well as the development and launch of new products and services. Brian provides leadership in developing and maintaining best practices regarding software development across CQuest’s product line, evaluating, mentoring, and developing technical talent within the corporation. Brian is a Project Management Professional (PMP) certified by the Project Management Institute (PMI).

William Roth - Senior Director of System Development & Software Specialist
Bill is responsible for delivery and maintenance of the Kansas, New Hampshire, and ITCA WIC systems. Bill manages the application development teams, software support teams including first and second level help desk. Bill is a Project Management Professional (PMP) certified by the Project Management Institute (PMI).

Clarence YancyDirector of System Operations
Clarence is responsible for oversight and operation of CQuest’s Network Services and Hardware Services departments, overseeing the company’s internal network, communications, EHR system support, and hosting environment.
